On 17 November 2009, Samdech Preah Mohessara NORODOM Chakrapong and the Samdech Norodom Racvivong Foundation’s team undertook a mission to the Ang Chum Primary School, located in Takeo province.

Having heard about the Foundation’s activities in favor of rural schools, the Director of Ang Chum Primary School had indeed recently established contact with Samdech Preah Mohessara NORODOM Chakrapong’s team to request support and assistance. As in the other provincial schools supported by the Foundation, the pupils of Ang Chum Primary School lack learning material while general learning conditions remain difficult despite the laudable efforts made by the authorities to improve the situation.

Answering to the Director’s plea, the President of the Foundation and his team therefore organized a trip to evaluate the school’s situation and needs and to provide its poorest pupils with textbooks. Thus, Ang Chum Primary School has become the 5th school from Takeo to benefit from the Samdech Norodom Racvivong Foundation’s assistance. As a matter of fact, the provincial authorities have expressed their deep appreciation to the Foundation for its efforts to help fight against illiteracy to the point that the Foundation’s outreach to deprived local schools is now being increasingly facilitated by the Province.

As usual, following the warm welcome given to him by the school’s teachers and children, Samdech Preah Mohessara first requested to sit and discuss with the Director and the teachers in order to evaluate the general state of the school as well as its most urgent needs. Just as in many other schools, the issue of overpopulated classrooms was especially brought to the attention of the Prince who mentioned the efforts undertaken by his Foundation in order to develop a project designed to address this matter.

Samdech Preah Mohessara NORODOM Chakrapong then proceeded with the distribution of textbooks eagerly awaited by the children. A total of 550 textbooks covering all topics from Primary Year 1 to Primary Year 6 were distributed to overjoyed children while teachers expressed their satisfaction.

After having the school and distributed textbooks to its pupils, Samdech Preah Mohessara NORODOM Chakrapong then wished to make a personal offering to the pagoda located nearby Ang Chum Primary School and which has recently been heavily affected by floods. The Prince thus donated 200,000 riels to the Abbot of the pagoda in order to support the reparation of parts of the ground that had recently stumbled. The Abbot expressed his profound gratitude and blessings to Samdech Preah Mohessara for having thus contributed to the safeguard of the pagoda.

After having completed these visits and having made these useful donations the school and the pagoda, the President of the Samdech Norodom Racvivong Foundation and his team left for Phnom Penh while the local population was saying goodbye with great gratitude.

Ayant entendu parler de l’action de la Fondation Samdech Norodom Racvivong en faveur des écoles rurales, la direction de l’école primaire Ang Chum avait en effet récemment pris contact avec l’équipe du Prince Chakrapong pour solliciter son aide. Comme dans la plupart des écoles soutenues par la Fondation, les élèves de l’école primaire Ang Chum manquent notamment de matériel scolaire et les conditions d’enseignement y demeurent difficiles en dépit des efforts déployés par l’Education nationale pour les améliorer.

Répondant à l’appel du directeur de l’école, le Président de la Fondation et son équipe ont donc organisé une mission sur place évaluer la situation et les besoins locaux et pour y offrir des manuels scolaires aux élèves les plus démunis. L’école Ang Chum est ainsi devenue la 5ème école de la province de Takeo bénéficiant du soutien de la Fondation Samdech Norodom Racvivong. Les autorités de la province ont à cet égard exprimé leur reconnaissance à la lutte contre l’échec scolaire menée depuis plus d’un an par la Fondation dont l’accès aux écoles dans le besoin est désormais grandement facilité.

Après un accueil chaleureux réservé à Samdech Preah Mohessara par l’école et ses élèves, le Président de la Fondation Samdech Norodom Racvivong a souhaité comme à l’accoutumée commencer par s’entretenir avec le directeur et les enseignants sur l’état général et les besoins les plus immédiats de l’établissement. Comme ailleurs, la question des classes surchargées a été particulièrement soulignée et Samdech Preah Mohessara a fait part à ses hôtes des efforts mis en œuvre par la Fondation pour développer un projet visant à contribuer à la résolution de ce problème.
Le Prince NORODOM Chakrapong a ensuite procédé à la distribution des manuels scolaires tant attendue par les élèves. Au total, 550 manuels couvrant toutes les matières de la 1ère à la 6ème année du primaire ont distribués à la grande joie des élèves comme des enseignants de l’école primaire Ang Chum.

Une fois la distribution de manuels scolaires et la visite de l’établissement achevées, Samdech Preah Mohessara NORODOM Chakrapong a par ailleurs souhaité apporter une contribution personnelle à la pagode située près de l’école primaire Ang Chum qui a récemment été affectée par de violentes inondations. Un don de 200 000 riels a ainsi été remis au Vénérable de la pagode afin de financer l’acquisition de terre destinée à remblayer des parties de terrain effondrées. Le Vénérable de la pagode a exprimé sa profonde reconnaissance à Samdech Preah Mohessara qui a ainsi contribué à la sauvegarde de la pagode.

A l’issue de la visite de l’école et de la pagode, et après avoir été chaleureusement salués par leurs occupants reconnaissants, Samdech Preah Mohessara et l’équipe de la Fondation ont finalement repris le chemin de Phnom Penh.

Elaboration of a pilot project in the province of Ta Keo

In 17 October 2009, Samdech Preah Mohessara NORODOM Chakrapong and the members of the Samdech Norodom Racvivong Foundation visited the Takim Primary School, located in the province of Ta Keo, after having been invited by its Director. On this occasion, Samdech Preah Mohessara proposed to start a new pilot project which will be added to the Foundation’s traditional activities.

Having heard enthusiastic descriptions of the Foundation’s assistance by colleagues from other primary schools in Ta Keo, the Director of the Ta Kim Primary school had indeed established contact with Samdech Preah Mohessara’s team in order to request the same kind of support, especially regarding textbooks supply.

Therefore, upon arriving in the school, the Prince and his team received a warm welcome from the teachers and pupils who had been eagerly waiting for their visit.

After the customary welcome ceremony, Samdech Preah Mohessara requested to visit the school and to discuss with the teachers, as he always does in order to assess the situation and needs of his hosts. Following the visit and consultations, the President of the Samdech Norodom Racvivong Foundation proceeded to the widely expected distribution of textbooks, handing to the pupils a total of 550 volumes covering all topics from Primary Year 1 to Primary Year 6. Thus were fulfilled the wishes of the school’s population, in particular of its Director who had invited the Foundation to come and provide assistance.

The pilot project: splitting overpopulated classes

Besides the distribution of textbooks, the Samdech Norodom Racvivong Foundation’s team discussed the launch of a new project with the school’s director and teachers. Throughout his numerous encounters with directors and teachers of the various schools supported by the Foundation, Samdech Preah Mohessara noticed that overpopulated classes remain a major challenge. Because of the scarcity of available financial recourses, only classes with over 70 pupils can usually be split in two as this requires doubling the amount of teaching hours. As a result, teachers often face the daunting task to teach classes of 60 to 70 children. Quality of education is thus under pressure as the transmission and assimilation of knowledge are much more difficult to ensure in crowded classrooms.

Having consulted competent authorities, Samdech Preah Mohessara NORODOM Chakrapong therefore proposed that the splitting up of overpopulated classes be supported by the Samdech Norodom Racvivong Foundation, which would directly pay for the teachers’ required salary increase. Thus, the supported schools would be able to raise the quality of the education provided to their pupils.

The director and the teachers of the Takim Primary School warmly welcomed the proposal and agreed to a future implementation in Year 3, Year 5 and Year 6 where classes are the most populated. Should the project implementation be a success, Samdech Preah Mohessara plans to expand it to the other schools supported by the Samdech Norodom Racvivong Foundation. Besides the distribution of free textbooks and the creation of vegetable gardens, the splitting up of overpopulated classes would therefore become the third component of the Foundation’s support to deprived rural schools, each component being designed and implemented through a process of close consultation with the concerned schools in order to precisely answer their needs.

Having received the enthusiastic agreement of Takim Primary School’s director and teachers, Samdech Preah Mohessara promised to gather the necessary funds to implement this pilot project and then undertook the trip back to Phnom Penh along with his team.

Elaboration d’un nouveau projet pilote dans la province de Ta Keo

Le 17 octobre 2009, Samdech Preah Mohessara NORODOM Chakrapong et les membres de la Fondation Samdech Norodom Racvivong se sont rendus dans l’école primaire Takim, répondant à l’appel de la direction de cet établissement pauvre de la province de Ta Keo. A cette occasion, Samdech Preah Mohessara a proposé de lancer un projet pilote qui viendra s’ajouter aux activités traditionnelles de la Fondation.

Ayant en effet entendu les représentants des autres écoles primaires de la province évoquer avec enthousiasme les activités menées par la Fondation Samdech Norodom Racvivong en faveur de l’éducation, le directeur de l’école Takim avait contacté l’équipe de Samdech Preah Mohessara pour solliciter une assistance du même type, en particulier l’approvisionnement en livres scolaires.

C’est donc avec joie et soulagement que les enseignants et les élèves de l’école Takim ont accueilli le Prince NORODOM Chakrapong et ses collaborateurs dont ils avaient réclamé la visite et qu’ils attendaient avec impatience.

Comme à son habitude, Samdech Preah Mohessara a souhaité, après les salutations d’usage, visiter l’école et s’entretenir avec la direction et le corps enseignant pour se faire une idée de la situation. A l’issue de cette séance de visite et consultations, le Président de la Fondation Samdech Norodom Racvivong a procédée à la très attendue distribution de manuels scolaires, remettant un total de 550 ouvrages couvrant toutes les matières du primaire aux élèves de la 1ère à la 6ème année, pour la plus grande joie de tous, en particulier du directeur qui voyait ainsi son vœu se réaliser.

Le projet pilote : dédoublement des classes surchargées

Outre la distribution de manuels scolaire, l’équipe de la Fondation Samdech Norodom Racvivong a par ailleurs discuté du lancement d’un nouveau projet avec la direction et les enseignants de l’école Takim. Au cours des nombreuses discussions qu’il a eues avec les directeurs et enseignants des diverses écoles soutenues par la Fondation, le Prince NORODOM Chakrapong a en effet constaté que la surcharge des classes pose un problème crucial. Etant donné la rareté des budgets disponibles, une classe ne peut être dédoublée que si le nombre d’élèves inscrits dépasse 70 personnes car cela implique de doubler les heures d’enseignement. Aussi, nombreuses sont les classes où l’enseignant doit faire face à 60 ou 70 élèves à la fois, ce qui rend bien sûr difficile la transmission et l’assimilation des connaissances.

Après consultations avec les autorités concernées, Samdech Preah Mohessara a donc proposé que la Fondation Samdech Norodom Racvivong subventionne le dédoublement des classes en versant directement aux enseignants le supplément de salaire nécessaire. L’école concernée peut ainsi dédoubler ses classes les plus surchargées, ce qui permettra de rehausser la qualité de l’enseignement.

La direction et les enseignants de l’école primaire Takim ont accueilli avec joie cette initiative et ont immédiatement donné leur accord pour sa prochaine mise en œuvre dans les classes de 3ème, 5ème et 6ème année du primaire qui sont les plus surchargées.

Si ce projet pilote se déroule dans des conditions satisfaisantes, Samdech Preah Mohessara prévoit de l’étendre aux autres écoles soutenues par la Fondation
Samdech Norodom Racvivong. Outre la distribution gratuite de manuels scolaires et de la création de jardins potagers, le dédoublement des classes surchargées pourra ainsi devenir la troisième composante de l’appui de la Fondation aux écoles rurales déshéritées, chaque composante étant développée et mise en œuvre à l’issue d’un processus d’étroite consultation avec les établissements concernés pour répondre aux exigences de la situation.

Fort de l’accord donné par la direction de l’établissement, Samdech Preah Mohessara s’est engagé à rassembler les fonds nécessaires à la mise en œuvre de ce nouveau projet, avant de reprendre le chemin de la capitale en compagnie de ses collaborateurs.

On 31 July 2009, Samdech Preah Mohessara NORODOM Chakrapong, President of the Samdech Norodom Racvivong Foundation, and his team travelled to the province of Kompong Speu in order to bring support and assistance to the Prey Chreap and Yabatong Tropeang K’aek Primary Schools.

These two primary schools already benefited from the support of the Foundation, several weeks ago, when their pupils studying in Year1, Year 2, Year 3 and Year 4 were donated free handbooks. At that time, the Prey Chreap Primary School had also requested that the Foundation help it establish a vegetable garden in order to further ensure food security for the teachers and pupils.

Samdech Preah Mohessara NORODOM Chakrapong and his team received a very warm welcome, being already well acquainted with both schools where they had undertaken a previous mission: the Directors and teachers were very glad to see that the President of the Foundation had kept his word to come back while the children were eagerly waiting for the moment they would be given their own set of handbooks.

As usual, within each school, Samdech Preah Mohessara NORODOM Chakrapong started by sitting together with the director and teachers in order to assess the school’s situation, especially as a new year had recently started.

The President of the Foundation then moved on to the traditional distribution of handbooks to the pupils: a total of 200 handbooks were thus donated in each school: 100 handbooks for pupils studying in Year 4 and 100 for pupils studying in Year 5, covering all four topics taught in class. The young students were overjoyed to receive these handbooks which they had been impatiently waiting for. Aware that their classes would from now on be taught in much better conditions, the teachers and directors were also very satisfied.

Within the Prey Chreap Primary School, Samdech Preah Mohessara NORODOM Chakrapong then visited the location of the future vegetable garden, a project which had been agreed upon during his previous visit. The director of the school received from Samdech Preah Mohessara NORODOM Chakrapong a complete set of gardening tools which will allow the establishment and maintenance of this vegetable garden: 7 spades, 7 hoes, 7 shovels, 1 cleavers and 1 axe.

This support was all the more appreciated by the Prey Chreap Primary School’s population since the province of Kompong Speu often suffers from harsh climatic conditions with heavy consequences for local harvest.

At the end of visits full of emotion and promises for the future, Samdech Preah Mohessara NORODOM Chakrapong and his team bade farewell to their hosts who were expressing their utmost appreciation for the support granted to both schools.

Le 31 juillet 2009, Samdech Preah Mohessara NORODOM Chakrapong, Président de la Fondation Samdech Norodom Racvivong, et son équipe se sont rendus dans la province de Kompong Speu pour apporter des aides aux écoles primaires Prey Chreap et Yabatong Tropeang K’aek.

Ces écoles ont déjà par le passé bénéficié de l’assistance la Fondation, leurs élèves de 1ère, 2ème, 3ème et 4ème année du cycle primaire s’étant vus distribuer des livres scolaires gratuits. L’école de Prey Chreap avait en outre sollicité l’appui de la Fondation pour la création d’un potager destiné à renforcer la sécurité alimentaire des enseignants et des élèves.

Samdech Preah Mohessara NORODOM Chakrapong et ses collaborateurs connaissant désormais bien ces établissements pour s’y être rendus au cours de l’année passée, l’accueil fut plus chaleureux que jamais : les directeurs et les enseignants étaient heureux de voir que le Président de la Fondation avait tenu parole après avoir promis de revenir, tandis que les enfants s’émerveillaient par avance de recevoir chacun leur lot de manuels scolaires bien à eux.

Comme à son habitude, le Samdech Preah Mohessara NORODOM Chakrapong commença, dans chaque établissement, par s’entretenir avec le Directeur et les enseignants afin de s’enquérir de l’état général des écoles, en cette période de rentrée scolaire.

Le Président de la Fondation a ensuite procédé à la traditionnelle donation de manuels scolaires, distribuant un total de 200 livres dans chaque école : 100 manuels pour les élèves de 4ème année et 100 manuels pour les élèves de 5ème année, chaque lot couvrant les 4 matières de chaque classe. Les jeunes élèves ont reçu avec joie ces manuels qu’ils attendaient avec une rare impatience, sous l’œil ravi des directeurs et des enseignants, heureux de savoir que les conditions d’apprentissages, et donc d’enseignement, allaient ainsi pouvoir s’améliorer.

Dans l’école primaire Prey Chreap, Samdech Preah Mohessara NORODOM Chakrapong a ensuite été visité le lieu où sera établi le potager dont le lancement a été décidé depuis sa dernière visite. Le directeur de l’établissement a alors reçu

des mains du Président de la Fondation Samdech Norodom Racvivong un ensemble complet d’outils de jardinage qui permettront de créer et d’entretenir régulièrement le futur potager : 7 houes, 7 bèches, 7 pelles, 1 couperet et 1 hache.

Un tel soutien a été d’autant plus apprécié par la population de l’école Prey Chreap que la province de Kompong Speu est régulièrement affectée par les intempéries climatiques qui ont un impact parfois catastrophique sur les récoltes.

A l’issue de ces visites riches en émotion et porteuses de promesses pour l’avenir des deux établissements, Samdech Preah Mohessara NORODOM Chakrapong et son équipe ont quitté les écoles primaires de Prey Chreap et de Yabatong Tropeang K’aek, sous les applaudissements de leurs hôtes, et ont pris la route du retour vers Phnom Penh.
